What do “filed,” “under review,” “permitted,” and “open” actually mean?
Filed or proposedSomeone submitted a plan, permit, registration, or license application. It is not an approval or opening.
Under reviewThe agency is reviewing the filing. A hearing may still be needed.
Approved or permittedAn approval or permit was recorded. Construction or opening is still not assumed.
Construction, completed, or openShown only when the official evidence supports that later milestone.

How to read the stages and dates
A source record date is not always the day something happened. Business registrations can list a future-facing business start date; that date is labeled separately and never used to make the item look newly discovered.
